About Querencia Partners

Jacquie and Dan Hoornweg founded Querencia Partners in 2013 when Dan took on the role of Chief Safety and Risk Officer for the Province of Ontario, Technical Safety Standards Authority while also working as a professor and research chair at Ontario Tech University. 

In 2015, when Jacquie started her policy, strategy and communications work with clients in the energy industry, following several years as an executive at Ontario Power Generation, Querencia expanded to include her practice with a small team of communication and design professionals. 

Today, Dan continues to teach, research, write and advise on energy and urban systems. He provides expertise on urban sustainability with provincial, national and global organizations, including the World Bank, where he’d worked for two decades on city infrastructure and sustainability. 

After a two-year leave to help start the Brilliant Energy Institute at Ontario Tech, serving as its first executive director, Jacquie is back at the helm of Querencia Partners, writing, advising and executing on public policy, business strategy and communications. She has launched a subsidiary, energy-specific practice, Joule Communications, while continuing academic teaching and research.

Jacquie Hoornweg, MCM, ABC

With more than 20 years in progressive positions in energy sector public affairs, policy and business management, Jacquie has led, facilitated and been part of teams working across industry and government. This includes progressive positions at Ontario Power Generation (OPG) where she served on the executive management team. She is president and managing partner of Querencia Partners Canada Ltd. and its subsidiary, Joule Communications. Jacquie also served as founding executive director of the Brilliant Energy Institute at Ontario Tech University. A former journalist (1994-2003) and currently a fellow with the Canadian Global Affairs Institute, Jacquie writes and is a frequent speaker on energy policy and communications. She teaches reputation management in the McMaster University Master of Communications Management program and, as an adjunct professor at Ontario Tech, she teaches energy policy.

Dan Hoornweg is co-owner of Querencia Partners Canada Ltd. Passionate about sustainable cities, he is a manager, researcher, board director, professor and mentor. Dan spent two decades at the World Bank working with cities worldwide. His depth of experience is drawn from his work with more than 350 local governments, plus provincial and national agencies globally. He has also served as the Province of Ontario’s Chief Safety and Risk Officer and worked with the City of Guelph and Government of Bermuda. As a member of Ontario Tech University’s Faculty of Engineering and Applied Science, Dan teaches energy and urban systems with research on energy and material flow analysis, transportation, and the local science and politics of sustainability. Dan’s degrees include Earth Sciences (University of Waterloo), Masters in Environmental Engineering (Guelph), and a PhD in Civil (Sustainability) Engineering (University of Toronto, 2015).
